I think it's ok for someone 65 to learn to ride if the reflexes are still good. It doesn't take much strength to ride a bike, but the rider has to be alert and have good reflexes. Some older people just aren't alert enough to keep from being hurt or killed. I know this to be true because I know people in my age bracket that should never throw a leg over a motorcycle.

If someone 65 or older has a strong desire to ride and is mentally alert, has good reflexes and has passed a MSF BRC course I believe he or she should not be limited by age restrictions. A smaller cc bike would be the best as a starter bike and after one has enough experience and ability there should be no restrictions on bike size if the owner/rider is comfortable with it.
There is a MSF video out there titled "Seasoned Riders" and it goes through many things affecting older riders.

On Wednesday each week I ride with a group called the over the hill gang. The leader is about 83 and sometimes he scares me. I think he should stop riding but he has been into motorcycling for years and years. He has a '49 Harley, a GL1500 Gold Wing with over 160,000 miles on it and a Yamaha Star cruiser. We do have older riders that beat out the 83 year mark too - they drop their bikes on occasion.

It all depends on how physically fit and mentally aware they are. I know some guys this age that could do it easily, and I know some that could not in any way attempt to begin riding.

I think they should put a restriction on size of motor depending on your experience. Age is irrellevent when you have blue haired 85 year old ladies driving 3 ton Cadilacs and can't see over the steering wheel or reach the pedals without pillows behind them.

I think it's dependant on the person. There are some much younger people that should not be on bikes or in cars. But I feel you are never to old to learn. I just recently learned about "the friction zone" for making U turns on my motorcycle. who says you can't teach an old dog
